Building an Entrepreneurial Uttar Pradesh through Data, Design, and Collaboration

In Uttar Pradesh, Global Alliance for Mass Entrepreneurship is advancing a place-based entrepreneurship agenda through support to the CM-YUVA (Mukhyamantri Yuva Udhyami Vikas Abhiyaan) 

Together, these efforts strengthen the state’s entrepreneurship ecosystem through systems enablement, data-driven insights, and through pilot programs.

CM-YUVA (Mukhyamantri Yuva Udhyami Vikas Abhiyaan)

Launched in January 2025 by the Government of Uttar Pradesh, CM-YUVA aims to create 1 lakh entrepreneurs annually over the next decade by offering collateral-free, interest-free loans up to ₹5 lakh to new manufacturing and service enterprises for applicants aged 21–40 years.

GAME signed an MoU with the Directorate of Industries and Enterprise Promotion, Government of Uttar Pradesh, as a systems partner to strengthen scheme delivery across four key pillars:

GAME’s Role and Impact on the scheme

  1. Monitoring & Evaluation
  • Designed a model dashboard to track overall, district-wise, and bank-wise scheme performance.
  • Analyzed over 28,000 disbursed loans (Q1 FY2025), surfacing trends by sector, geography, and bank.
  • Enabled data-driven decision-making by state leadership for targeted interventions and accountability.
  1. Insights and Advocacy 
  • Analyzed over 1.8 lakh applications to identify throughput issues and inform portal improvements.
  • Findings led to policy actions such as ensuring valid rejection reasons, addressing pending disbursements, and updating portal features to record final disbursed amounts.
  1. Post-Disbursement Monitoring and feedback mechanism
  • Developed a digital, geo-tagged monitoring framework to validate enterprise continuity and loan utilization.
  • The tool supports transparent and auditable follow-up, assessing job creation, operational viability, and socio-economic impact.
  • Created a concise feedback form (<15 questions) for integration into the CM-YUVA portal to capture applicant experiences and bottlenecks across the application and disbursement process.
  1. Capacity Building
  • Conducted banking and process-oriented training for officials, banks, and stakeholders.
  • Delivered an awareness session at the first CM-YUVA Conclave in Lucknow, building alignment across departments and field teams.
  1. Success Stories
  • Documented 10 audio-visual stories from districts like Kanpur, Lucknow, Ayodhya, and Ghaziabad, showcasing innovative business models under CM-YUVA to inspire aspiring entrepreneurs.
